Troy Pennington, D.O., M.S., is the Emergency Medical Services Fellowship Director for Arrowhead Regional Medical Center. He received his Doctor of Osteopathic Medicine degree from the College of Osteopathic Medicine of the Pacific at Western University of Health Sciences in Pomona.

Dr. Pennington did a rotating internship at Arrowhead Regional Medical Center (ARMC) after graduation and completed his residency at the University of California, Los Angeles program at Kern Medical Center in Bakersfield, where he also served as Chief Resident of Emergency Medicine. He finished the residency in 2004 and joined ARMC later that year as a faculty member of the first Osteopathic Emergency Medicine Residency in California. Dr. Pennington has since become an integral part of the ARMC team and is now an emergency room physician who is double board-certified in Emergency Medicine and Emergency Medical Services.

Dr. Pennington assists with ARMC’s COVID-19 response. He helped establish Alternate Care Sites, created educational videos, spoke at San Bernardino County press conferences, and worked with local officials on revamping COVID-19 predictive models.

Dr. Pennington has been immersed in emergency services from an early age. He worked as a volunteer firefighter as a teenager, and later received his International Fire Service Training Association, Fire Fighter I and Fire Fighter II certifications. He then completed paramedic training, received a Bachelor of Science in Health Care Administration, and worked as a paramedic while earning a Master of Science in Health Professions Education.

At ARMC, Dr. Pennington serves as the Emergency Medical Services Fellowship Director. The program gives fellows the opportunity to participate in field care delivery, administrative oversight projects, online medical direction, and disaster/event medicine training. It is one of only six EMS fellowships in all of California, partnering with local EMS agencies to provide opportunities and instruction in flight medicine, EMS system oversight, tactical and wilderness medicine.

Outside of ARMC, Dr. Pennington serves as Medical Director for the San Bernardino County Fire Department, Mercy Air Region 2 – Southern California, and the Baker to Vegas Law Enforcement Relay Race. He also provides medical support and training for the local law enforcement community.

Edward has been spearheading the Inland Empire Regional Chamber of Commerce since 2015. Under his leadership, the IERCC has been looked to as a proactive, fast-moving business organization.

Currently, Edward sits on the board of:

-Inland Empire United Way
-CA Hispanic Chamber of Commerce (Associate Director)

Additionally, he is a newly appointed member of the California Inland Empire District Export Council, appointed by the United States Secretary of Commerce.
