CHIEF OPERATIONS OFFICER at OIAA | Atlas has nearly two decades of aviation experience, most recently as Southwest Airlines’ station manager at ONT. In that role prior to announcing his retirement from the airline this month, he oversaw all of the carrier’s activities at the airport, including finance, budget, administration, commercial and employee development, operations maintenance and environmental responsibilities. “Bruce Atlas is dedicated, dependable and has a proven track record of leadership with hands-on experience,” said OIAA President and Ontario City Councilman Alan D. Wapner. “His exceptionally diverse experience in all areas of aviation management, and his unrelenting passion for customer service, position him for tremendous success in his critical role with OIAA.”

Charlene Haley is the Procurement Manager of the Ontario International Airport Authority where she coordinates the operational activities of OIAA staff involved in the procurement of materials, supplies and services. She began her career with Airports in December 1989 working for the City of Los Angeles, Department of Airports (LAWA),
Ontario International Airport (ONT). She held various positions of increasing levels of responsibility over her 28-year term with LAWA ONT Construction and Maintenance Services. As a Management Analyst II (2008-2017), she managed, provided oversight, and directed staff involved in contracting, purchasing, budgeting, personnel, and accounting.

After graduating from Long Beach State with a B.S. in Civil Engineering, Keith started his career working for the Port of Los Angeles (1983 – 1987) as a project engineer preparing specifications, legal descriptions for Port leases and civil design for container backlands. Afterwards, he transferred to the Department of Airports (LAWA) (1988 – 2006); performing project engineering and project management for airport landside and airside projects at ONT and a couple projects at LAX; Resigned from LAWA (City of Los Angeles) and went to Western Municipal Water District in Riverside, CA (2006 – 2010) as their Development Services Manager. After leaving the Water District, Keith went to Burns & McDonnell as an Aviation Project Manager (seller/doer) and spent 6 years.
Currently (2017 – Present) Keith started with the OIAA on July 2017 as the Engineering Manager for 14 months and has recently been promoted to Director of Program Management. He is responsible for everything related to engineering and construction for the Ontario International Airport (OIAA).
